The authors studied a group of compressor units mounted on an updated fleet of electric locomotives. In the work of the authors of the analysis of the causes of decline in the reliability of compressors, the new series electric locomotives 2ÈS-6 «Sinara», compared with similar installations of compressed air on old series locomotives VL-10. Diagnostic practice shows that every year in order to improve environmental safety becomes more complicated engine design and its systems, and in particular the electronic control systems. As a result, a vehicle diagnosis proceeds to the next level expert diagnosis, possible only to professionals in this field. For solution of this complex problem a large number of devices are developed that actually generate information in the form of numerical values of diagnostic parameters without reference to the specific fault. During the analysis of the information received, based on his experience and expertise, an expert diagnostician can make a conclusion about a possible malfunction, but this approach is quite labor- consuming, costly and not sufficiently precise. A method and a set of diagnostics, allowing to accurately identify the specific fault of the engine and its systems based on expert system is discussed in this article. Incoming data as much as possible informative diagnostic parameters of the scanner, oscilloscope and az analyzer, processed on put in complex method which consists of determining the integral indicators characterizing specific problem. In operation of diagnostic complex , manufacturing plan for troubleshooting is formed, costing repair is made and in case of new, previously unknown complex faults are entered in the database. This function allows you to expand your own database of possible malfunctions of the engine and its systems, and thus determine exactly specific problems and significantly reduce labor- consuming of diagnostic work and their cost.
This article discusses a new model of traffic management through an integrated analysis of transport and passenger flows, which will reduce the load on the road network (UDS). Thus solves the following main tasks: justification of the indicators and criteria of the system of transport service of the population of the city is the development of algorithm of calculation and download of UDS city. The technique for managing the transport network by optimizing the composition of the transport stream and use a new criterion of load factor of road network of UDS from different types of passenger transport, including individual. In the article discusses the results of laboratory tests coal ash and slag mixture from the ash pound of Omsk’sTPP-4, working on the Ekibastuz coal.In the course of these studies identified the deformationproperties of this man-induced soil depending on the degree of compaction and moisture content. Suitability as a soil material for the construction embankments, subgrade of roads, and as the Foundation of buildings and structures was evaluated. The empirical dependence of the properties of ash and slag mixture from moisture and maximum dry density had been obtained in this research. Comparison of strength characteristics of ash and natural soil from our region also was carried out.
In this study, the problem of the application of the theory of filtration of water in thin layers of road constructions from the point of view of protection against underflooding. Classical theory of filtration using Darcy’s law, the corresponding laminar regime movement. The vast majority of known analytical solutions of differential equations of filtration refers to the so-called hydraulic filtration theory. These solutions are obtained mainly in the field of water supply, protection against underflooding in urban construction and agricultural reclamation, as well as in the mining industry, for the aquifer conditions heavy duty enough (thickness). At the same time, these conditions are not peculiar to the road structure, where there are quite thin layers. At the same time water-saturated layers of roads are interspersed with waterproof layers. For example, asphalt is a waterproofing layer, and a layer of sand or gravel, on the contrary, is draining, that is water-permeable in a predetermined direction. The presence of thin layers of water-bearing structures in the road causes significant nonlinearity in the mathematical description of the initial differential equations of filtration. Therefore, in this paper, the author proposes a new approach for filtering calculations and computer modeling in the protection against underflooding of roads. The essence of this approach is to use the original method of a combination of self-similar motions, and numerical modeling of water filtration in thin layers of road constructions.
The article is devoted to the implementation in practice of the construction of the new bridge boardwalk timber - nail span structures that meet the modern requirements of load capacity, reliability and durability. The authors propose and describe a new design of the span timber-beam-peg–nailed blocks with longitudinal-transverse orientation of the belt boards and carrying transverse reinforced concrete slab of the carriageway. The represented materials show the effectiveness of the proposed solutions.
INFORMATICS, COMPUTER ENGINEERING AND MANAGEMENT
The problem of optimum location of the interconnected facilities on parallel lines with the forbidden gaps is considered. Location in the forbidden gaps isn’t allowed. The locating facilities are connected among themselves and with gaps. For measurement of distances the rectangular metrics is used. Criterion of optimization is minimization of total cost of communications of facilities among themselves and with gaps. The considered problem is model of many practical applications from various fields of science and design. The mathematical model of integer linear programming of search of a local optimum of the problem is constructed. The computing experiment with use of the offered model and an IBM ILOG CPLEX package is made.
Examines the conceptual approach to the development of the information system operating management of educational process in the University (IS OMEP UNIVTSITY), which is based on an OLAP-cube, service-oriented, client-server architecture and a platform that allows you to create online. Personal accounts for the end users and participants of the educational process. The article considers the theoretical views of automobile cargo transportation on the impact of distance on cost of cargo transportation. Presents the solution the task of organization and planning of transportation of bricks on pallets by automobile transport in the city, obtained the results of calculating the production cost for cargo transportation in a individual day of work according to the adopted transportation plan, installed the dependence of the production cost from increasing the distance of cargo transportation.
This article deals with the problems of collective bargaining regulation of wages at the level of the siberian federal district. analyzed indicators in the siberian federal district and omsk region, characterizing the state of social partnership: the number of companies included in the regional employers’ associations; the number of collective bargaining agreements; the number of workers covered by collective agreements. data are also given in the prescribed minimum wage for each region in relation to the cost of living of the working population. the study revealed the interdependence of containment of the minimum wage increase on the quality of the sides of the negotiation process. recommendations given for specifying the content of the tripartite agreements and collective agreements in the remuneration section.
The article reviews the current staffing of the road transport. The main attention of the authors focuses on the modern concept of personnel management, is positioned as the choice of means and methods of practical implementation of the tasks of personnel management in order to improve the efficiency of production as the conditions of competitiveness of the enterprise (including transport). Decisive influence on the performance of the enterprise is having economic aspect in personnel management. Is associated with the formation of a number of staff at the time of qualification, level of education, etc. On the basis of the study by the authors it can be concluded that transport is a stable, dynamically developing industry of national economy, an important (if not decisive) role in which is played by professional qualified personnel. The modern concept of organization of production on transport assumes the allocation of a large number of functional spheres of management activities the one, which is associated with the office personnel production personnel of the enterprise.
Authors consider concept of public-private partnership, forms of its implementation. In this article problems of implementation of corporate pension plans for non-state institutions of higher professional education are considered. Benefits inherent for employers and their employees are analysed when using system of additional pension provision. Need of participation of non-state pension funds for development of corporate pension plans for the purpose of the problem resolution of worthy existence of the workers who reached a retirement age is revealed and proved. On the basis of the conducted research the author offers to make implementation of corporate pension plans for the purpose of increase in level of financial wellbeing of the faculty in case of achievement of the pension bases, and also acquisitions of image of socially oriented educational institution that will provide the high level of motivation of skilled employees for the long period of time.
The authors present an analysis of the energy audit of the holding company “Russian Railways”, as the main tool to assess the effectiveness of consumption of fuel and energy resources in the operation of facilities and logistics infrastructure of railway transport. The basic features of the author’s approach to the calculation of the economic effects of the introduction of energy-saving measures that require consideration of two basic components: direct effect (reduction of energy consumption, water) and an indirect effect. In conclusion, the results of testing the proposed approach to some railway enterprises.
The problems of skilled personnel shortage meeting current and strategic needs of national economics are discussed in this paper. The factors defining the necessity of constant qualification potential improvement are examined. The context of life cycle of qualification potential and its main stages are specified and updated. In this paper we compared national job standards of several countries as well as their current qualifications frameworks. The main branches of government’s work to create effective national qualification system are analyzed. Also the authors offer the ideas of adding employees’
qualification potential characteristics for its deeper assessment. The article analyzes the main directions of the RF Government on creation of the effective national system of qualifications, the authors also provide suggestions on how to complement the characteristics of the qualification potential of employees for more in-depth evaluation.
