В данной статье анализируется проблема оценки результативности системы управления грузовым автотранспортным комплексом, учитывающей объединения самоорганизации автотранспортных перевозчиков. Автором рассматриваются причины сложности выработки объективных показателей оценки результативности, в связи с чем разработан и поэтапно изложен инструментарий оценки, который заключается в определении цели, формировании свойств системы, определении параметров оценки, установлении факторов для каждого из них, а также предложены показатели, соответствующие каждому из установленных факторов.
This article analyzes the problem of assessing the effectiveness of the control system of cargo motortransport complex, considering the self-organization association of motor carriers. The author discusses the reasons for the complexity of development of objective indicators to measure effectiveness, for this developed and step by step described assessment tools, which is to determine the purpose of the formation of the properties, the definition of valuation parameters, determining factors for each of them, as well as indicators of the proposal corresponding one or the other factors
