В статье представлен анализ основных подходов к проблеме регулирования тарифообразования естественно-монопольных отраслей экономики на примере электроэнергетики. Рассмотрены конкурирующие положения различных экономических школ. Обоснована необходимость сочетания прямого и конкурентного методов регулирования тарифообразования естественных монополий. Предложен расширенный алгоритм выбора метода регулирования тарифов с использованием критериев отрасли (сектора) экономики предприятия-потребителя продукта.
The article presents an analysis of the main approaches to the problem of tariff regulation of natural monopoly sectors of the economy on the example of the electricity industry. The competitive positions of the different economic schools are presented. The necessity of a combination of direct and competitive methods of tariff regulation of natural monopolies is shown. The work presents the extensive algorithm for choosing the method of tariff regulation using the criteria of the sector of the economy of product consumer.
